Fachbereich I „Umweltschutztechnik“

Preliminary noteIn the Commission on Air Pollution Prevention ofVDI and DIN – Standards Committee KRdL – ex-perts from science, industry and administration, act-ing on their own responsibility, establish VDI guide-lines and DIN standards in the field of environmentalprotection. These describe the state of the art in sci-ence and technology in the Federal Republic of Ger-many and serve as a decision-making aid in the pre-paratory stages of legislation and application of legalregulations and ordinances. KRdL’s working resultsare also considered as the common German point ofview in the establishment of technical rules on theEuropean level by CEN (European Committee forStandardization) and on the international level byISO (International Organization for Standardization).
The following topics are dealt with in four subdivi-sions:
Subdivision I ”Environmental Protection Techniques“
Integrated pollution prevention and control for in-stallations; procedures and installations for emis-sion control; overall consideration of measures foremission control with consideration given to theair, water and soil; emission limits for dusts andgases; plant-related measurement instructions; en-vironmental industrial cost accounting

Fachbereich II „Umweltmeteorologie“
Subdivision II ”Environmental Meteorology“
Dispersion of pollutants in the atmosphere; emis-sions from accidental releases; micro- and meso-scale wind field models; interaction between theatmosphere and surfaces; meteorological measure-ments; applied climatology; air pollution maps;human-biometeorological evaluation of climateand air hygiene; transfer of meteorological data
Subdivision III ”Environmental Quality“
Effects of air pollutants on man, farm animals, veg-etation, soil, materials, and the atmosphere; meth-ods for the measurement and evaluation of effects;determination of microbial air pollutants and theireffects; olfactometry; environmental simulation
Subdivision IV”Environmental Measurement Techniques“
Techniques for emission and ambient air measure-ments of inorganic and organic gases as well asparticulate matter; optical open-path measurementmethods; measurement of indoor air pollutants, measurement of soil air pollutants; procedures forestablishing reference material; test procedures formeasurement devices; validation procedures;measurement planning; evaluation methods; qual-ity assurance
The guidelines and standards are first published asdrafts. These are announced in the Bundesanzeiger(Federal Gazette) and in professional publications inorder to give all interested parties the opportunity toparticipate in an official objection procedure. Thisprocedure ensures that differing opinions can be con-sidered before the final version is published.
The guidelines and standards are published in the six-volume VDI/DIN Reinhaltung der Luft (Air Pollu-tion Prevention) manual.
This guidelines project was initiated by KRdL andfinalized by VDI-KUT (VDI Coordination Centre forEnvironmental Technology) because of organiza-tional reasons.
IntroductionIn many cases fluidized bed installations are used toprocess flammable or decomposition prone products.Dependent upon the used product and the type ofprocess, fires and/or explosions may start because ofigniting dust/air mixtures, vapour/air mixtures or hy-brid mixtures or due to decomposition reactions.
