Observations on the Differentiation of the Media System: the Example of Journalism and Public Relations
In 1984, at a time when elections were being held to North-Rhine Westphalia's federal state parliament, Barbara Baerns noted that nearly 63 per cent of the primary sources of key issues on which journalists based their reporting were provided by public relations staff. Commenting on this truly startling finding, she wrote: "Public relations has the issues and timing of media reporting under its control" (cf. Baerns 1985: 98). This observation, having swiftly gained currency under the name "determination hypothesis" (Determinationshypothese) since it determines the extent to which public relations influences journalism, was added to the edifice of public relations theory which was then under construction. Based on a systemically oriented theory of social differentiation, it can be shown, however, that the deternlination hypothesis has another, completely different and probably much further reaching implication, which involves a strategic transformation of the media system. This implication is enlarged upon in this contribution.

Illusion Experts. Social Elites and the Veiling of Power
Masks serve to influence others, a fact that most people know. For in order to be successful and attractive, probably everyone conceals his or her sensitive self behind socially acknowledged facades to some degree; and the greater the effort and the more professional their deployment, the more impenetrable these masks become. As the masks of the powerful are more inscrutable than most, any domination which is designed to be permanent is thus to a certain extent secret domination. Consequently, their public relations must be regarded as the result of a special effort to promulgate images idealising their own reality. Thus, those who persistently camouflage their self-presentation with presentations of themselves by others, i.e. journalists', or who conceal their vested interests beneath slogans of public interest must be reproached with making deliberate attempts at deceiving their addressees.

62 - the Implications of a Figure. A Systems Theory View of the Relationship between Journalism and Public Relations
In analyses of the relationship between journalism and public relations there were invariably two irreconcilable positions facing each other: the notion of "powerless" public relations work versus the notion of "powerful" public relations, whose proponents often cited Barbara Baerns's "Public Relations or Journalism?" in their argumentation. The view has long since established itself in Communication Studies that journalism and public relations are two independent fields. In this contribution their relationship is analysed from the point of view of the observation category "structural coupling" used in systems theory. Accordingly, their functions, their dependencies, their attempts to influence and their defence strategies are described and analysed.

PR and Journalism in the Economy of Attention
Institutional Economics and Rational Choice Theory have so far helped to explain decision making in many "non economic" areas like in politics, in bureaucracies or even in families, but they have been rarely applied to communications research, in particular to analyse the relationship between journalism and public relations. This paper tries to show that most approaches which have been discussed so far to understand better this relationship (determination, "intereffication", parasitism, reversive parasitism), can be seen as variations and specific "coinages" of a market relationship in the economy of attention, where information is being exchanged for public attention, and where on both sides a number of competitors may influence the outcomes.

Product PR and Journalism. Investigating an Unspoken 'Win-Win Situation'
Study of the "determination hypothesis" constitutes a core element ofPR research in German-speaking countries. Although product communication plays a key role in the everyday practice of journalism and PR work, this is a field which has largely been ignored by researchers up to present. This contribution takes up this topic and develops first of all a model which localizes product PR as communication work serving to reduce uncertainties in consumer decision-making and positions its function between advertising (the generation of attention) and sales promotion (support at the place of purchase). Since products are objects of public interest, the scope of product PR extends into the mass media. Here, product information supplied by

Public Relations and Journalism. Observations on a Gender-Coded Relationship
As conveyors and constructors of publicity, the media do not stand completely detached from a society's power relations. The very fact that they are closely interwoven with the political and economic discourses indicates the extent to which the media must be seen not as neutral space but as contested ground. Thus, in and through the media social and political power relations come into play which are also by and large gender relations. The purpose of this contribution is not so much to discuss journalism and public relations as a mutually influencing, interdependent relationship but rather to inquire into the extent to which gender is engraved in the relationship between journalism and public relations as a sociocultural construct.

Journalism's Janus Head. Observations on the Unity ofthe Fourth and Fifth Estates
It is true that differences between journalism and public relations can be explained from the perspectives of professional ethics, professional status and press politics. From the perspective of communication theory, however, journalism and public relations merely represent differently functionalized methods within a common professional practice. Journalism and public relations operate in a common societal practice in a common integrative system and are thus subject to the same structures which determine the scope of their activities - even though they may be partly differing elements and have different functions.

PR and News Agencies. A Missing Link in Communications Research
When one looks at the empirical results gathered so far on the inclusion ofPR material in news reporting, what strikes one is the fact that crucial importance is frequently ascribed to news agencies in the spread ofPR contents. However, there are scarcely any studies available on how news agencies handle PR material. In this contribution, therefore, news agencies are placed at the centre of the discussion and the findings of an empirical study are presented on the use made of PR material by news agencies. In addition, reasons are given for the widely differing resonance and determination quotients which have been obtained up to present.

The Influence of Press Releases from Political Parties on Media Reporting during the German Parliamentary Election Campaign of 2002

This contribution examines the influence of the press work of the political parties represented in the German parliament on media reporting during the 2002 German election campaign, taking the key issue of the campaign, economic policy, as an example. The resonance of the parties' press releases in six newspapers and magazines was determined by means of an input-output analysis. The results show that in the run-up to the election campaign the parties only had a relatively small influence on the newspapers' economic coverage, with the papers reporting on no more than approximately one in ten press releases from political parties, in particular those provided by parties close to their own editorial line. Conversely, again only approximately one in ten articles printed in the newspapers was based on a political party's press release.

Determination Research between PR "Success" and PR "Influence". The Potential of the Framing Approach in the Study of the Processing of Political PR by Journalists
The aim of this contribution is to achieve a broader differentiation of the concept of the influence of PR, which forms the basis of determination research. The focus of the study, oriented towards content analysis, is not on issues but on specific interpretations of problems, i.e. the meaning behind and the interpretation of issues. Accordingly, the interpretations produced and communicated from PR sources are analyzed and contrasted with those of media reporting. The so-called framing approach is made use of to operationalize our interest in the knowledge. The political debate on a new immigration policy in Germany between May 2000 and March 2002 serves as the subject of the study. Our findings suggest that, in order to compare contexts of meaning (in contrast to simple comparisons of texts and issues), it is worth investing in the development of a set of methodological tools based on the theory of framing. The Siamese twin of determination research, PR evaluation, would equally profit from this.

In Search of Quality. A Few Thoughts and Some Triangles
Gunter Bentele and Howard Nothhaft's contribution focuses on concepts of quality in Public Relations and sets out to investigate the debate on quality management systems which took place during the 1990s and which, in slightly altered form, is still taking place today. The article is inspired by a quote from Barbara Baerns who, in the Public Relations Yearbook of 1996, pointed out that Public Relations as a commercial service lacked a concept of success emancipated from the layman's perspective of its customers. The authors use Baerns' observation as a starting point for a historical review of the quality discussion as well as an analysis of different quality concepts. Finally, the "Q-Triangle" - a model differentiating various dimensions of PR quality - is introduced.

Building Quality into Client-Consultancy Relationships: Lessons from Service Quality Management
The engagement of a public relations consultancy can bring substantial benefits to client organisations. For consultancies, retaining satisfied clients is a key factor in profitability and in job satisfaction. However, there are also substantial risks involved in these arrangements and when dissatisfaction on either side reaches an intolerable level, the relationship breaks down. This chapter examines the literature relating to service quality management in client-consultancy arrangements, reviews current service quality initiatives in the public relations industry and explores the results of original research into why client-consultancy relationships fail. Finally the chapter makes recommendations on how to minimise the risks of failure.

Now more than ever, therefore, it is important to realise that just being present in the internet is simply not enough; what counts is the quality of this presence. But what distinguishes the quality of a website? Is it possible to measure the quality of homepages and the websites they open onto? And if so how? Issues Negotiation: Is it Characterised by Control Mutuality, Trust, Commitment and Satisfaction?

Consumers are increasingly demanding and less tolerant of organisations that fail to live up to their expectations. Organisations are expected to change their approach to business, giving the same priority to all stakeholders, with integrity and commitment. This means the traditional 'decide - dictate - defend' approach to issues may no longer prevail. Issues Negotiation offers an alternative that builds trusting relationships, turning potentially negative issues into mutual gains. It is a process that supports the organisation in its long-term growth. James Grunig has proposed indicators for assessing relationships between organisations and publics. Two indicators - exchange relationships and communal relationships are postulated - with four characteristics - control mutuality, trust, commitment and satisfaction. The paper describes the Issues Negotiation and its five-stage operation against Grunig's relationship indicators and characteristics. It also considers the relevance of Grunig's indicators.

Digitalisation + Globalisation = Harmonisation? The Challenges of Shaping International Communication Processes in a Digitalised World
It is frequently claimed by experts that international communication is communication under more difficult conditions. Enormous distances have to be overcome, both spatial and cultural, time zones have to be considered and Babylonian hurdles taken. Enthusiasts of progress in our Information Age point out, however, that digitalisation now opens up opportunities for successful communication and can eliminate, or at least reduce, many problems arising from the internationalisation and globalisation of communication. This is true, but it is unfortunately only half the truth since digitalisation brings with it its own problems for communication. In the shaping of communication, therefore, these challenges have to be dealt with so that the opportunities provided by a world of digitalised information are taken advantage of in an age of ever increasing internationalisation and globalisation.

Professionalization of Political Communication: A Necessity or a Danger?
Public relations and communication management have a longstanding status among politicians campaigning for elections. The increasing complexity of mass media first, then "new media" made clear that there was no way modem political communication could alleviate the new burden impose on today's politicians. This phenomenon led to what is now frequently described as a professionalization of political communication processes. Surprisingly, while this evolution was occurring, a doubly negative drift was clearly observed in democratic countries holding free elections. First, voting turnout has been constantly declining in most of them, as if the increasing flux of political communication was being counterproductive. Most of the recent free elections held, notably among old time democracies, show that politicians are not trusted anymore as they used to be. Citizens are less and less complacent, and, as a consequence, don't show up in the voting stations. This paper will give some clues of this discrepancy between the increasing professionalism of modem political communication and the decrease in turnout on election days. We will read that if professionalization of political communication is indeed necessary for politicians to win elections in the 21st Century, it might not be sufficient to win the trust of the citizens of the Third Millennium.

A European Space of Communication? The Communication Strategy for the ED-Enlargement and the Constitution of a European Public Sphere
The contribution aims at developing a framework for describing and analyzing transnational public relations work, based on the example of the European Commission's transnational policy mediation. My starting point is the concept of a European public sphere since the nexus of demos and public sphere is at the core of the problem of transnational political communication undertaken by the European Union's institutions. Based on normative criteria, by means of which the nature of an empirically observed European public sphere can be judged, this contribution examines exemplarily the performance of transnational political public relations work carried out by the European Commission on the subject of the enlargement of the European Union. The key question in the analysis of the case under study is the extent to which the European Commission can succeed in contributing towards the formation of a European public sphere.

Communication Management across Europe: A Developing Research Field
Public relations in Europe is showing a wide disparity between scholarly research and university education on the one and the practice on the other side. This could very well be a problem of the dilemma of rigor or relevance. In that case researchers are working on the wrong questions in trying to develop the rigor, while relevance is the first question to be answered. In this chapter we review relevant aspects of public relations in Europe, as an outcome of a larger Delphi research project, and we will develop a more promising approach to communication management as a view on organization. Finally, we will deliver our thoughts on the research questions that we believe need to be addressed in the near future.

After studying German Language and Literature/Linguistics, Sociology, Journalism and Philosophy at the Ludwig Maximilian University of Munich and the Free University of Berlin (1968 - 1974) he received his PhD in 1982 and post-doctoral Habilitation in 1989 from the Free University of Berlin. Prof. Dr. Romy Frohlich, Professor of Communication Studies at the Institute of Communication Studies in the Ludwig Maximilian University of Munich. Prof. Dr. Anne Gregory, director of the Centre for Public Relations Studies at Leeds Metropolitan University and the UK's only full-time professor of public relations. She held senior public relations appointments both in-house and in consultancy before becoming an academic. Her research interests include ethics and public relations as a management function, including the organisation of public relations departments. After graduating in Social Sciences and completing a post-graduate scholarship in the USA, he held various management posts in German and international agencies. In 1988 he founded the market leader Kohtes&Klewes, now ECC. Prof. Dr. Klaus Kocks studied Economics and Social Science, German Language and Literature as well as Philosophy. Received his PhD with distinction from the Ruhr University in Bochum for a dissertation on Bertolt Brecht. After a career in Public Relations in the energy and automobile industries, finally as Head of Communication at Volkswagen, he is now managing director and partner of CATO Sozietat flir Kommunikationsberatung HorbachIW esterwald, a firm of communication consultants. Prof. Dr. Philippe J. Maarek, Doctor in Political Science and Professor in Information and Communication Sciences. He is Director and Co-founder of the Communication Department at University Paris 12. Chair of the Political Communication Research Section of the International Association for Media and Communication Research he is also Past Chair of the Research Committee in Political Communication of the International Political Science Association.
