    Rajasthan has a huge potential for setting up of Solar Power Projects .

    The State of Rajasthan receives maximum solar irradiation intensity in India with very low average rainfall.

    GHI is around 6 kWh/m2 day

    It also has unutilized low cost desert land available in abundance. Rajasthan is favourably placed to become the largest provider of solar power in India at a competitive cost.

  • Solar Park ConceptSolar Park Concept

    The concept of Solar Park is to accelerate the development of solar power generation projects in a concentrated zone, by providing to developers an area that is well characterized, provide dedicated infrastructure to reduce the expenses of infrastructure for each solar developer located in the zone.

    The Clinton Foundation, an international non-profit organization, through the Clinton Climate Initiative (CCI) introduced the Solar Park concept in India.

    MNRE has since issued a draft solar policy for the development of solar parks at a national level (1.08.14)

    State government has suggested the following amendments on MNRE draft solar park policy:

    For MNRE support state equity in JV be limited to 26% or at the most 50% so that JV may function as Private company for faster development of the Solar Park

    Condition of purchase of 20% of power by state discoms to be waived for the states which comply to RPO targets

  • CCI Technical assistanceCCI Technical assistance

    CCI signed an MoU with GoR on 18.01.2010 to assist development of Solar Parks in the State.

    CCI shall provide Technical Assistance in Financial, Technology and Policy analysis

    Identify & mobilize international resources to participate in the development of Solar Park.

    Work in partnership with technical expert organizations and others to provide additional support to the State on the Feasibility Study .

    Provide the above support at no cost to the State.

  • ADB technical assistanceADB technical assistance GOR executed a Technical Assistance Agreement with

    Asian Development Bank (ADB) on 22.07.2011. The TA will be to:

    Support GoR agencies to develop Master plan of Rajasthan Solar Parks

    Conduct Social and environment due diligence work A Multitranche Financing Facility for Rajasthan Renewable

    Energy Transmission Investment Program was approved by ADB Board on 26.09.2013 on conclusion of loan negotiations between GOI, GOR & RVPN and ADB.

    Loan of $498 million is towards strengthening of Renewable Energy Power Evacuation System, Grant of $2 million is for Solar Park master plan development & institutional support to RREC and RVPN.

  • DevelopmentDevelopment of Phase I of of Phase I of BhadlaBhadla Solar ParkSolar Park

    The DPR of Bhadla Solar Park Phase I has been prepared. The total estimated cost is Rs. 74.86 Crores. The works undertaken are: Topographical survey and geo-technical test of the identified land.

    Solar Park layout, survey & demarcation of the plots. Construction of Road & Road lighting. Connectivity & Power Evacuation Infrastructure

    Development Charges @ Rs. 6 lacs/hectare has been levied on the Solar Power Developers and O&M Charges levied are @ Rs. 30,000 / annum / hectare with escalation of 10% every year.

    Seven Solar Power Developers were selected through a competitive bidding process for establishment of 75 MW PV plants (@Rs. 6.45/kWh). Two projects of 25 MW (20+5) capacity have been commissioned and others are likely to be commissioned before 31.03.15.

    A Draft Report for Phase II has been prepared by ADB consultant. The preliminary estimated cost for sub-phase 1 is Rs. 450 Cr.

    Phase II has been divided in two sub-phases: 1 and 2

    Sub-phase 1 can accommodate 750 MW in 29 plots planned in the preliminary Draft Report and is planned to be available by end of 2014 to SPDs.

    Sub-phase 2 can accommodate 500 MW in 14 plots planned in the preliminary draft report and is planned to be available by April 2015

    Survey & Demarcation of plots based on preliminary layout is underway.

    State government has submitted a proposal to MNRE for the grant of Rs. 140 Cr for the development of Phase II.

    Roads A road from Kanasar / Nure Ki Burj to Bhadla of about 21 Km has been

    constructed. A 4 Km long 10 m wide main road is under construction in Phase I. Road

    RVPNL is developing strong power evacuation system comprising offollowing: One 400/220/132/33 kV GSS initially charged on 220kV. Two 132 kV possible to be upgraded to 220 kV GSS with associated 220

  • Major Implementation IssuesMajor Implementation Issues Encroachment Flat lands are usually cultivated or used by the villagers. Problems

    faced in implementation of project due to hurdles created by local people like encroachment on land and threatening to workers. With the help of the Administrative authorities & local bodies

    various activities of the project are being executed. Land allotment There has been a delay in the land allotment process.

    To facilitate land allotment process to developers the State Government has amended the Rajasthan Land Revenue (Allotment of Land for setting up of Power Plant based on Renewable Energy Sources) Rules, 2007

    Accordingly land is being allotted to RREC/RSDCL (a subsidiary company of RREC). As per amendment RREC/RSDCL will now further sublease land to developers for the development of solarpower projects for 30 years.

  • RajasthanRajasthan Solar Energy Policy, 2014Solar Energy Policy, 2014 Recently the State Government has launched a new Solar Energy

    Policy 2014 (8.10.2014) State will promote development of Solar Parks by Private Sector

    Developers also. The Private Sector Solar Park Developer(s) will be allowed to

    purchase agriculture land from Khatedar for developing Solar Park(s) in excess of ceiling limit in accordance with the provisions of Rajasthan Imposition of Ceiling on Agriculture Holding Act, 1973.

    The Private Sector Solar Park Developer(s) shall be responsible for registration of the project of solar power producer within their park with RREC as per the provisions of the 2014 policy. All the facilities /concessions provided in the policy shall be provided to these Solar Power Producers.

    The State will also promote the development of Solar Parks by investing up to 50% equity (including cost of land) in JVCs formed for the development of Solar Parks of capacity of 500 MW or moreas per the guidelines being issued by State Government.

    Bhadla Solar Park

    1. Phase III survey for additional 2000 hectare land will be carried out. A Solar Park of 1000 MW capacity is proposed to be established.

    2. Full power evacuation shall be constructed.

    3. Internal roads shall be designed.

    4. Drinking water facility under CSR policy may be taken up.

    Jaisalmer Solar Park

    1. Two Solar Parks of 1000 MW capacity each are proposed in 6000 hectare identified land.

    2. Initial Survey and preparation of DPR shall be carried out.

    State Government has already submitted proposals to MNRE to approve these parks
